Treasury Issues Determinations on Quantum Computing Services in Russia

On September 15, 2022, the Division of the Treasury issued a Determination pursuant to E.O. 14071 that prohibits the exportation, reexportation, sale, or offer, instantly or indirectly, from the United States, or by a U.S. person, wherever found, of quantum computing solutions to any human being situated in the Russian Federation. This perseverance will just take effect on October 15, 2022, and excludes: (i) any companies to an entity positioned in Russia that is owned or controlled by a U.S. particular person, or (ii) any companies relevant to the wind down or divestiture of an entity located in Russia that is not owned or managed by a Russian particular person.
